PHILADELPHIA - Philadelphia has declared a snow emergency as a powerful nor'easter is expected to wallop the region from Sunday afternoon through Tuesday morning, bringing snow that could pile up to nearly a foot.
The snow emergency will officially begin at 6 p.m., the city announced Sunday afternoon. At this time, all cars parked on snow emergency routes must be moved to allow plows to keep roads cleared.
