A call will be held this afternoon to "look again" at coronavirus rates as pressure mounts to cancel Christmas Covid rules.
Leaders of Wales, Scotland and Northern Ireland will speak to Cabinet Office minister Michael Gove after health experts demanded a U-turn to save lives.
Under rules agreed between the four UK governments, people in any tiers can travel and gather in a three-household 'Christmas bubble' from December 23-27.
But since they were agreed, cases have risen exponentially in London and parts of the south east - forcing a total of 34.2million people into Tier 3 in England.
