The Evening Standard reports that Michael Gove, the Cabinet minister leading a review, is understood to believe it would be 'too much hassle' for the public and businesses to require testing to go clubbing.
The Standard quotes a government source as saying: "We are increasingly confident that people are protected and the plan is to reopen everything, with no exceptions." Michael Kill, chief executive of the Night Time Industries Association, told the Standard mandatory tests would have a massive impact on the nightclub industry.
