The Cabinet sub-committee on Covid-19, which involves the three coalition leaders and other senior ministers, will consider today what restrictions should be eased next month.
It will also examine how the rules could be further relaxed in June and July. The sub-committee's recommendation will be considered by the full Cabinet tomorrow.
The Government plan for the easing of restrictions in May has been well-flagged, with measures to include a full return of construction, the reopening personal services such as hairdressing, as well as a phased return of non-essential retail.
Religious services are due to return, outdoor sports training for over 18s will be allowed, and museums, galleries and libraries will reopen.
