Fish and Wildlife Service and the Florida Fish and Wildlife Conservation Commission are investigating.FWC also said FWS is investigating but FWS has not yet confirmed the investigation to News 6 or provided photos or videos of the animal.“It’s heartbreaking that this manatee was subjected to this vile, criminal act,” said Jaclyn Lopez, Florida director at the Center.
