The Philadelphia Police Department on Friday said the thefts have happened across the city, but have mainly occurred in the south and southwest sections.

In many of the thefts, police say the actor will come to the vehicle owner's front door and demand money to prevent their car from being towed.

According to investigators, the vehicle owners are told that their car is on a 311 list. Philly311 is the city's non-emergency line used for reporting abandoned vehicles, among other things. MOUNT EPHRAIM, N.J. - A massive holiday decoration and neighborhood mascot that stood outside a New Jersey home was torn down and dragged away by thieves in a car.The midnight theft was caught on camera outside the Mount Ephraim of Shannon McKibban, who told FOX 29 that she heard the 12-foot-tall skeleton being dragged down her street."We heard the cinder blocks on top of it kind of flying off, the noise of it being dragged down street," McKibban said.A neighbors' car was also damaged during the heist and some of their lawn furniture was also broken.MORE LOCAL HEADLINES"They drove up the lawn and ripped out of our driveway," McKibban said. "One slip of the gas peddle, and they could’ve been into our house."The elaborate skeleton was purchased by McKibban and her husband for close to $400 to celebrate Halloween and McKibban's birthday. "Halloween is my birthday, always been my favorite holiday, we went big that year with decorating," McKibban said. The skeleton quickly became a hit in the community and neighbors encouraged the McKibban's keep it up throughout the year. Typically a Halloween decoration, Shannon McKibban uses it to celebrate all holidays.

Gloucester County officials charge 65-year-old woman in the death of her 80-year-old mother

WASHINGTON TOWNSHIP, N.J. - A 65-year-old Washington Township woman has been charged with manslaughter in the death of her 80-year-old mother, officials announced.According to the Gloucester County Prosecutor’s Office, 65-year-old Loretta Barr was initially charged with assault after police were called to an apartment on Woodmont Circle in Sewell for a reported dispute, in the evening of August 6th.The victim, 80-year-old Florence Dicriscio, was taken to Jefferson Hospital in Washington Township, but was eventually taken to a hospital in Philadelphia to receive advanced care for her injuries.Dicriscio is identified as Barr’s mother.Officials say Dicriscio died August 9th in Philadelphia and the Philadelphia Medical Examiner ruled her death a homicide, due to blunt force trauma to her head and body.After a deeper investigation, officials say, Barr was charged with Manslaughter and Possession of a Weapon.Barr was arrested in West Deptford August 10th and is being held at the Salem County Correctional Facility awaiting further proceedings.
