PHILADELPHIA - A fire that broke out atop a Philadelphia high-rise building has been placed under control, officials say.The fire broke out on the roof of a building near 12th and Chestnut streets around noon Monday. The fire briefly reached two alarms, but was placed under control soon after. Thick black smoke could be seen from across the city as the fire burned. Officials are asking the public to avoid the area as crews continue to work in the area.

More than 70 Chihuahuas rescued from Kensington home by PSPCA up for adoption

PHILADELPHIA - Dozens and dozens of innocent dogs are hoping for a second chance at a safe, happy life after being saved from a home in Philadelphia's Kensington neighborhood.The Pennsylvania SPCA says they removed 73 Chihuahuas and one rottweiler from the 1900 block of North Orianna Street on May 11.Police were serving a separate order when they observed 40 dogs "living in unsanitary conditions," and contacted the PSPCA."Instead of 40 dogs, they found nearly double, with the total rescued landing at 74," the PSPCA said.MORE HEADLINES:Officials say the dogs were seized over concerns for their welfare, including unsanitary conditions, lack of veterinary care and significant number of dogs."In the city of Philadelphia, no more than 13 spayed/neutered dogs are permitted in one home or 2 unaltered dogs," according to the PSPCA.All 75 dogs are now under the care of the PSPCA, but are available for adoption as of Monday.

NEW YORK - In a heartwarming display of heroism, the New York City Police Department (NYPD) rescued a horse that had fallen into water in the Bronx Friday afternoon.According to a video posted by NYPD, a 911 call came in about a "horse in the water" near Orchard Beach, and officials responded and assessed the situation. "Today, your @NYPD45Pct cops & various specialty units responded to the Bronx to safely rescue Bear, a local horse that got stuck in muddy water right near Orchard Beach," NYPD said in a Twitter post on May 12. Using rescue equipment, the team of officers managed to secure the horse and hoist the animal out of the water. The horse appeared to be uninjured. Dominique Murphy, 37, of West Philadelphia, was arrested and charged with involuntary manslaughter, homicide by vehicle, aggravated assault by vehicle, and related charges after being taken in as a person of interest, police announced Thursday morning. Video: 2 gunmen sought after opening fire on man, woman sitting in car on Hunting Park street, police say

PHILADELPHIA - The Philadelphia Police Department is asking for the public's help in identifying two suspects wanted in connection with a shooting. According to police, the shooting occurred on the afternoon of April 23 on the 3800 block of North 13th Street in the Hunting Park section of the city. Authorities say two masked men armed with semi-automatic weapons pulled up on the two victims who were in a car on the street. Surveillance video released by police shows the moments the two suspects fired on the vehicle, drove to another street and continued firing in the direction of the victims. MORE LOCAL HEADLINESAccording to officials, a 40-year-old woman and a 24-year-old man were struck in the face and throughout their bodies, leaving them in critical condition. The suspects then fled the scene in a gray late model Toyota Camry, which has since been located by police, authorities say.
