MINNEAPOLIS (FOX 9) - The Raptor Center at the University of Minnesota is asking people to not fill bird feeders or birdbaths to help stop the spread of bird flu this spring. In a post on Facebook, The Raptor Center’s Executive Director and Veterinary Epidemiologist, Dr. Victoria Hall urged the public to do everything they can to help prevent the gathering of songbirds. Hall says the country is facing an unprecedented outbreak of avian influenza (HPAI) in wild birds. While most research about bird flu’s effects centers around waterfowl, shorebirds and seabirds, since they are the birds that most often survive the illness, the Raptor Center is concerned about the virus’ effect on raptors as they often die from the virus."During these unprecedented times, we recommend doing anything that we can to try and help our wild bird populations.

West Chester University HARRISBURG, Pa. - Students at Pennsylvania's state-owned universities won't see tuition increase next year under a unanimous vote Thursday by the system's board.The State System of Higher Education's Board of Governors passed what will be the fourth year of flat tuition, as the struggling system hopes the Legislature will approve hundreds of millions in additional funding in the 2022-23 state budget."The state’s decision about our budget this year is existential for the state system," Chancellor Daniel Greenstein said this week, ahead of the expected vote. "It will determine the future of higher education in the state."Greenstein has been overseeing reforms to the sprawling system that currently enrolls nearly 90,000 students.The board six months ago sought $550 million in state funding next year, an increase of about 15%, along with $201 million in student aid and about $75 million in federal funds to help pay for system changes."I felt it’s not really the right time to seek a tuition increase," Greenstein said.The board could still increase tuition ahead of the coming school year if the state budget subsidy is not sufficient.AdvertisementTuition is currently about $7,700 for in-state undergraduates.

A woman is at Temple in stable condition.Within 20 minutes, another shooting happened in Belmont, where three people were shot on the 4000 block of Wallace Street. A 24-year-old man is in stable condition, while a 21-year-old man and an 18-year-old male are both in critical condition at Penn Presbyterian Medical Center.Around 2:10 Thursday afternoon, a shooting was reported in South Philadelphia, on the 400 block of Manton Street.

DARBY, Pa. - An employee of St. Francis Country House is facing charges after they were accused of assaulting an elderly resident earlier this week. On Monday at around 5 p.m., Darby Borough police say they were dispatched to the nursing home on Lansdowne Ave. Upon arrival, officers say they met with an employee of the nursing home who told them that a nurse witnessed a nursing assistant, later identified as Ednise Dulcio, strike a resident. Police say the incident was caught on video, and that Dulcio can be seen striking a 92-year-old resident with an open hand while the resident was sitting in their wheelchair. After speaking with the witness, police say they learned that Dulcio struck the resident prior to the incident that was captured on video. Authorities say Dulcio was arrested in her home on Tuesday around 3:30 p.m.
