PHILADELPHIA - A Philadelphia man is back behind bars after authorities say he raped a teenage girl while he was out on bail for allegedly beating a man two years ago in Queen Village. Herbert Morrison turned himself in last Friday for the alleged sexual assault of a 13-year-old girl whom investigators say he met on Instagram. Court documents show the sexual assault happened a month after the pair met while Morrison was out on bail for beating 40-year-old Zach Lean so severely he was in monthlong coma."One of them punched him in the head, knocked him to the ground, he hit his head on the curb and started having a seizure," said his Zach's wife Christine. RELATED COVERAGEMorrison, with the help of the Philadelphia Community Bail Fund, posted 10% of his $75k bail which released him back out into the public in August 2021. MONROE COUNTY, Pa. - Dozens and dozens of dogs are getting a second chance at a happy life after they were taken to safety by a Pennsylvania SPCA team this week.The discovery was made after a person died inside a home in Monroe County on Friday.A coroner at the scene called the PSPCA when they found a very large group of dogs living in unsanitary conditions with "possible lack of veterinary care," officials say.MORE HEADLINES:More than 170 dogs Jack Russell terrier mix adults dogs and puppies, five cats and a variety of birds were rescued from the home, and taken to various PSCPA sites in Lancaster, Philadelphia and Chester counties. "While no harm may have been intended in this case, the owners of the animals rescued today were clearly overwhelmed," said Julie Klim, CEO of the Pennsylvania SPCA. Officials say the dogs and cats are expected to be available for adoption at the Pennsylvania SPCA's Philadelphia facility, Lancaster Center and Main Line Animal Rescue.  

PHILADELPHIA - A 50-year-old man is dead after police say he stepped in to try and stop a carjacking in South Philadelphia, and now three suspects are wanted for his killing.Officers found the victim, identified as Michael Salerno, shot in the head next to a double-parked vehicle at 12th and Porter streets Wednesday night.Salerno was trying to stop three men from stealing his female friend's car when he was fatally shot by one of the suspects, according to authorities.Video released by police captures the tragic ordeal from start, to finish.MORE HEADLINES:The suspected vehicle pulls up behind a double-parked vehicle as one suspect approaches the driver, followed by two others.Moments later the victim runs to the woman's aid before he is shot by one of three suspects, who leave the man to die as they flee.Police say the three suspects were driving a red a Kia Soul with an unknown New Jersey license plate.A $20,000 reward is being offered for information leading to the arrest and conviction of these suspects.

UPPER MAKEFIELD TOWNSHIP, Pa. - Four people were killed and four are missing, after a massive flash flood event Saturday evening in Bucks County, due to torrential rain fall, authorities in Bucks County confirm.Officials said thunderstorms dumped upwards of four inches of rain in an hour at General Washington Memorial Boulevard near Washington Crossing and the surrounding area around 5:30.The deluge overtook occupied vehicles near the river, prompting multiple crews to assist in a search and rescue. PHILADELPHIA - A woman fought back to defend herself, and her home, when police say they became the target of three robbery suspects early Sunday morning.Officers arrived to find two men with gunshot wounds on the 4900 block of Germantown Avenue around 1:30 a.m.Both were shot by the female homeowner when she trued to stop them from entering her home, according to authorities.

HOOVER, Ala. - Carlethia "Carlee" Nichole Russell, the 25-year-old Alabama woman who became the subject of a two-day search when she vanished after pulling over on an Alabama interstate to check on a child, has been found safe.    FOX affiliate WBRC reports Russell showed up at the home in Hoover, Alabama that she shared with her parents at around 10:45 p.m. Saturday."She walked up, banged on the door, and that was her," Hoover Police Chief Nicholas Derzis told the station.The once-missing woman is now at a local hospital for evaluation.Officials have not released any details about where Russell was, how she got back home, or her condition."We work with facts," Chief Derzis said.

PHILADELPHIA - A Philadelphia police officer suffered a medical emergency on the job Friday night and died. 44-year-old Lynneice Hill had been with the department 24 years.Her husband, also a Philadelphia police officer, still trying to process the loss of his wife, spoke with FOX 29’s Eddie Kadhim and explained she not only made him a better police officer, but a better man."She molded me into the man I am and, also, a better police officer.

PLEASANTVILLE, N.J. - Leaders at a New Jersey church are preaching forgiveness after they say the church was hit with two acts of vandalism just weeks apart. Surveillance video from Mount Zion Church shared with FOX 29 shows a young person riding a bike outside the church who may have been responsible for hurling rocks through the church windows and doors last Monday. "Faith-based institutions are the pillar of every human family in every community, and it is sacred places that we all must protect," Imam Amin Muhammad said.The Pleasantville Police Department is investigating the incident, but the church and local leaders say they're focused on forgiveness and support. "Hopefully we'll be able to find out who this is, turn the other cheek, and give them the support that they need so that they can then trickle that down to their community so that acts like this don't occur again," Atlantic City Councilmember Caren L. Fitzpatrick said.Church leaders say the damage will likely take thousands to repair.

PHILADELPHIA - As the Pennsylvania Legislature nears a budget deadline by the end of the week, the controversial issue of school vouchers has emerged as a hot topic with Governor Josh Shapiro in the thick of it.Opponents of using public money to pay for students attending private or religious schools, known as school vouchers, argue they drain money from public schools which most students attend.  Democrats most often oppose vouchers, but not Governor Shapiro."I believe every child of God deserves a shot here in the Commonwealth of Pennsylvania. One of the best ways to guarantee their success is to make sure every child has a quality education," Shapiro said.If that includes vouchers focusing on students attending low-achieving public schools, Shapiro is on-board and willing to sign legislation soon.

NORTH PHILADELPHIA - Gunfire pierced the calm of a Sunday night as a man and a woman were shot outside of a North Philadelphia home, with the woman suffering critical injuries and the man may have been the target.The shooting happened on the 2700 block of North Dover Street Sunday night, just after 8:30, according to officials.Responding officers found the 33-year-old woman with a gunshot wound to her back. SOUTHWEST PHILADELPHIA - New details are emerging on a shooting that injured a five-year-old boy and has his grandfather fighting for his life.Investigators are saying the shooter’s vehicle is connected to an organized group of car thefts from major car rental companies at Philadelphia International Airport. The car was recovered a short distance away from the shooting Sunday night and police are processing it for evidence.At the Exxon gas station, at South 61st Street and Passyunk Avenue Sunday night, drivers are thinking of the 71-year-old grandfather and his five-year-old grandson injured in a shooting 24 hours before."We were just talking about it.

SOUTHWEST PHILADELPHIA - A grandfather and his five-year-old grandson were shot inside a car at a gas station in Southwest Philadelphia.The shooting happened near a gas station at the intersection Passyunk Avenue and South 61st Street about 5:45 Saturday evening, according to officials. PHILADELPHIA - A driver involved in a deadly collision with a motorcyclist in Philadelphia was arrested miles away in a different part of the state on suspicions of driving under the influence, police say. According to officials with the Philadelphia Police Department, the deadly crash took place on Wednesday shortly after 5:15 p.m.

police lights (FOX 9)PHILADELPHIA - Authorities say a man has barricaded himself inside a South Philadelphia home after allegedly shooting two people. Police say two people, a 29-year-old man and a 35-year-old woman, drove to the Philadelphia Police Department's first district and told officer they were shot. Police drove the victims to Penn Presbyterian Hospital where they were each placed in stable condition, according to police. Investigators later learn that the man and woman were shot on the 2300 block of Bambrey Street.

PHILADELPHIA - A shooting in the Society Hill section of Philadelphia has left one man dead, according to authorities. Investigators say the shooting took place on the 500 block of S Front Street early Monday morning. Police say homicide detectives are on scene investigating. FOX 29's cameras captured a vehicle riddled with evidence markings after being shot several times. Dozens of crime scene evidence markers were also observed on the street as investigators examined the scene. Homicide detectives with the Philadelphia Police Department are investigating the fatal shooting of a man in the Society Hill section of the city. NEW JERSEY - A town employee was miraculously revived after being struck by lightning in Woodbridge Township, New Jersey on Wednesday afternoon.According to authorities, the victim, Eric Baumgartner, was adding lines to a practice soccer field near Iselin Middle School at around noon, when he was struck by lightning.Police responded to the scene, and Officer Robert McPartland immediately gave CPR to Baumgartner.

A Philadelphia councilmember is now working to get the masks banned in the city.  PHILADELPHIA - A Philadelphia Councilmember has introduced legislation banning ski masks throughout the city. Councilmember Anthony Phillips, who represents the 9th District, introduced the legislation on Thursday. According to officials, if it passes, the bill would prohibit people from wearing skis masks in schools, recreation centers, daycares, parks, city-owned buildings, or on any mode of transportation. If approved, breaking the ban would result in a $250 penalty. The bill would also impose a $2,000 fine for those wearing ski masks while committing a crime, officials say. Exceptions will be made for various circumstances, including wearing ski masks or balaclavas for traditional holiday costumes, religious holidays, employment, theatrical productions, or winter sports. "Neighbors consistently ask me when Council will ban ski masks and, while going out in the community to get feedback on this issue, the common thread was that residents want a ban," Phillips said.

HADDONFIELD, N.J. - A South Jersey mom says she has a ‘Hail Mary’ of a request — and thousands of people are now sharing her plea for help on Facebook.Kim O’Callaghan says she saved more than a decade of her son’s t-shirts and jerseys, and had a quilt made for him, that he can bring to his first year of college at Franklin Marshall later this summer."It’s something they can actually wrap themselves up in if they’re homesick, things like that, in their first year of college especially," she says.In late-May, when dropping off what she thought was a bag of leftover shirts she didn’t use for the quilt at a Goodwill in Haddonfield, she accidentally dropped off the quilt instead.O’Callaghan says she had no idea until she went to wrap the quilt on Saturday, and found the leftover shirts in the tote instead."That moment when I realized what I had done was just horrible," O’Callaghan said.After searching at a number of local Goodwill locations, Kim decided to post about what happened on Facebook. It instantly took off—getting thousands of shares."I thought maybe if I just put this on there, maybe 10 to 15 of my family members will share it, who knows I might get lucky," O’Callaghan said.
