The government was over-reliant on "following the science" and the Government should have better understood the limits of advice, a think tank has said.
A report by the Institute for Government into the first responses to the pandemic concluded that ministers should have been prepared to act in the "absence of scientific certainty".
It said that failing to do so seems likely to have cost a significant number of additional lives and contributed to the UK having the highest excess death rate in Europe up to May.
