A 'major incident' has been declared in a UK city as local authorities continue to tackle the coronavirus pandemic. The outbreak of the deadly disease has led to 'unprecedented demand for multi-agency activity, which is beyond the scope of business-as usual operations' in Staffordshire and Stoke-on-Trent.
