West Lothian Council has accused Holyrood of locking councils out of emergency funding given to the Scottish Government to meet the coronavirus crisis.Council leader, Councillor Lawrence Fitzpatrick, expressed “sheer anger” that £155m in emergency funding has not been passed on to Scottish councils. He said it was time for Scottish ministers to “stump up”.“We are being locked out of UK taxpayers’ money specifically provided for Scottish councils,” said Councillor Fitzpatrick after COSLA made the demand to the Scottish Government.COSLA represents councils led by all political parties throughout Scotland.
