PHILADELPHIA - Homicide detectives with the Philadelphia Police Department are investigating a shooting that left one man dead.

According to police, officers responded to a residence on the 100 block of Washington Lane around 12:40 a.m. on Monday for reports of a shooting.

Authorities say a 37-year-old man was found dead on his front lawn. Witnesses told investigators that a black Sedan parked in front of the victim's house and waited for him to come outside before a man stepped outside of the car and "ambushed and executed," according to Captain Anthony Ginaldi. MORE LOCAL HEADLINESThe man was a SEPTA manager and father of seven, police say.

Officials says 15 spent shell casings were found on the scene. Ginaldi says the bullets were fired in rapid succession, leading authorities to believe that the gun used in the shooting may have been modified.

COLOMBO (News 1st) – President Ranil Wickremesinghe has instructed to expedite the program to provide welfare benefits to 3.1 million low-income families in Sri Lanka.This program has been planned to cover all the districts of the country under the theme ‘Don’t Leave Anyone Behind’. Under this program, the benefits will be available for the families or individuals receiving benefits under Samurdhi, Elderly Persons, Disabled Persons, and Kidney Disease Assistance Program. People who are on the waiting list expecting subsidies as well as people who are affected by the current economic crisis and who are expecting government welfare benefits will also receive this benefit, the Minister revealed.Minister also said that calling for applications has already started and the closing date has been extended to October 15.The relevant application form can be downloaded via the www.wbb.gov.lkBy calling for new applications, the government hopes to include all eligible beneficiaries and to provide benefits to all those who deserve benefits through the Social Welfare Benefit Board, the Minister further said.Denying the rumor that has been circulating among the public regarding the cut-down of the allowances according to the agreements with the International Monetary Fund (IMF), he said the government needs to organize the data in a correct system. It needs to include the group who are currently receiving welfare benefits as well as the group who are not receiving welfare benefits but are expecting. We expect to gather all the information and give the allowance to the necessary, appropriate, and correct individual."We are united in the national responsibility that no one should be left behind.

PHILADELPHIA - A Philadelphia family is grieving the loss of a father of seven who authorities say was gunned down outside his home in what police believe was a case of mistaken identity. Investigators say 37-year-old Daniel Ruley was found dead on his front lawn of his family's home on the 100 block of Washington Lane in Germantown late Sunday night. It's believed that Ruley, a 13-year SEPTA employee, had just parked his car after dropping his wife off outside the home when a shooter exited a dark-colored vehicle and fired over a dozen times.A witness told police Ruley was ‘ambushed and executed’ by someone laying in wait, Captain Anthony Ginaldi relayed to reports at the scene of the shooting.Less than 24 hours after the murder, Captain Jason Smith of the Philadelphia Police Department's Homicide Unit said investigators believe Ruley was "completely innocent." MORE LOCAL HEADLINES"It sounds like the firearm possibly has a switch attached to it which would render it fully automatic," Smith told reporters about the shooter who is still being sought by police. Sharmaine Rush, Ruley's sister-in-law, spoke to FOX 29 on Monday and described the immeasurable impact that his death will have on his seven young children. "He was their hero, every last one of them, from the little one to the big one," Rush said.
