COLOMBO (News 1st) – An audit report has revealed that a total of 158 million rupees for three years had been allocated for the drafting of a new constitution when the economy of the country was heading towards a downturn. The Auditor General's report revealed that a total of 20.8 million rupees had been spent to hold 38 meetings of the expert committee and 9 consultations with external parties to draft a new constitution from the 9th of October 2020 to the 12th of December 2021. The details were revealed in the Auditor General's report of the Ministry of Justice and Constitutional Reform for the year ending 31st December 2021. A sum of 816,480 rupees had been spent for 3 office spaces that have not been used, and another 435,348 rupees had been spent to furnish those offices. Each constitutional expert on the committee to draft the new constitution WAS paid 25,000 rupees for every meeting that they attended which came up to a total of 3.1 million. The constitutional experts were also paid 120,000 rupees for their transport. A total of 10 million 180,000 rupees had been spent for the payment of the monthly allowance of 200,000 rupees to the secretary of the panel, the allowance for the research assistant, and several other allowances. 4,768,000 rupees had been spent during the period from October 2020 to December 2021 for office space at the BMICH. The Auditor General's report further states that although by the 31st of December 2021 the committee had completed 15 months, they had still not completed their task.

COLOMBO (News 1st) – In recent months people were gunned down by mysterious shooters and concerns were raised on matters like how did these criminals get their hands on such weapons and who owned them.On Thursday (10) night, Sri Lanka Police arrested a man for the possession of weapons and ammunition prepared to be used in a crime in Deenagoda, Beruwala.The man was arrested close to the Berwala Railway Station for suspicious behaviour and based on the information extracted during questioning his house was searched, where the weapons and ammunition were discovered.Sri Lanka Police said they discovered a Repeater Shotgun, a 0.22 mm firearm, and a locally manufactured weapon.Police said that the locally manufactured firearm has been upgraded to be used as a sniper rifle with laser targetting.In addition, Sri Lanka Police said that the barrel used for this weapon was manufactured in Germany and was modified to fit 0.22 mm bullets.In addition to these three weapons 101 bullets compatible with a 12-bore shotgun, and 489 .022 mm bullets were found in the possession of the 49-year-old suspect.In 2018, the suspect was arrested by police on weapons manufacturing charges.

COLOMBO (News 1st) – The National Dengue Control Unit noted that multiple areas across seven provinces in Sri Lanka have been declared at Dengue High-Risk Zones.According to the latest data from the National Dengue Control Unit attached to the Ministry of Health Piliyandala, Homagama, Maharagama, Pitakotte, Kaduwela and Gothatuwa areas in the Colombo District have been declared as Dengue High-Risk Zones.13 MOH areas in the Gampaha District including Attanagalle, Biyagama, Divulaptiya, Ja-Ela, and Kelaniya have been declared as  Dengue High-Risk Zones.The Beruwala and Kalutara MOH areas in the Kalutara District are also Dengue High-Risk Zones.Three MOH areas in the Kandy District also are Dengue High-Risk Zones, while the same number exists in the North and Eastern provinces.Sri Lanka has recorded over 63,500 dengue cases so far in 2022, and a majority of these cases are from the Western Province.

COLOMBO (News 1st) – The Sri Lanka Police Special Task Force arrested a 27-year-old man from Thamankaduwa, Gallella for possessing 118 stones believed to be gems.The STF said that the raid was carried out on the Akkaraipattu main road following an intelligence tip received by the officials of the Kalavanchikudi camp.Therefore, 188 stones of various colours suspected to be gems were seized from the possession of the suspect.In addition, a Gemstone Testing and Identification device were taken into custody.

COLOMBO (News 1st) – A Sri Lankan court on Friday (11) imposed a travel ban on State Minister of Tourism Diana Gamage.The Colombo Chief Magistrate ordered to prevent the State Minister from travelling overseas until the 17th of December 2022.The case filed against the citizenship of the State Minister was called up via a motion that was filed by Attorney Gunaratna Wanninayake and several other counsels.On Thursday (10) the Colombo Chief Magistrate's Court ordered the OIC of the Criminal Investigations Department to immediately investigate whether State Minister Diana Gamage is remaining in Sri Lanka without a valid visa, and submit a progress report to the court on the 15th of December.Attorney Gunaratna Wanninayake told reporters outside the court that attempts were made earlier to undermine this investigation.

COLOMBO (News 1st) – A Backbench Business Committee debate on the UK response to the human rights and economic situation in Sri Lanka took place on Wednesday (9) in the House of Commons chamber.UK MPs called for Sri Lanka to cut down on its military spending to overcome the economic crisis.UK MP Elliot Colburn noted that for Sri Lanka to be rescued, it needs to reduce its military spending, which stands at $1.86 billion per annum. "All of Sri Lanka’s projections for emerging out of the economic crisis are predicated on the country retaining its generalised scheme of preferences and trade concession. That annual trade concession is worth more than $500 million and has boosted Sri Lanka’s exports to EU member states over the years," said the MP adding that however, Sri Lanka has failed to meet the key labour and human rights requirements for receiving that preferential treatment, and the EU recently issued a warning that it is set to lose its concession if it continues to ignore its obligations. "As a key stakeholder at the IMF, the UK Government should propose conditions on any IMF financial assistance for Sri Lanka during the current economic crisis, including that Sri Lanka should carry out a strategic defence and security review to reduce its military spending, remove the military from engaging in commercial activities, meet the criteria for GSP+, and re-engage with the UNHRC process.

COLOMBO (News 1st) – Sri Lanka's Criminal Investigations Department will conduct investigations on all complaints related to ragging, announced Sri Lanka Police on Thursday (10).Sri Lanka Police said that the Chief of Police had ordered the CID to conduct future investigations concerning three separate complaints on ragging as per the provisions of the Code of Criminal Procedure.Sri Lanka Police said that a second-year student from the University of Kelaniya was assaulted by three students from a union and the victim had filed a complaint with the Kiribathgoda Police.In addition, six fellow students who are said to have instructed the aforementioned students to file the complaint had been detained at the student dormitory, questioned and beaten by another group of students, and a complaint on the matter was filed with the Kiribathgoda Police, said a statement from Sri Lanka Police.Further, a complaint has been filed with the Peradeniya Police over committing ragging by directing pornographic material to a student at the University of Peradeniya via social media.Sri Lanka Police said that the Inspector General of Police had instructed all senior officers that the CID will conduct investigations on future complaints on ragging, and police stations are required to forward such complaints to the CID.

COLOMBO (News 1st) – Sri Lanka's Ministry of Foreign Affairs said that it continues to monitor the progress of the passengers of Sri Lankan origin who were rescued and bought to the Port of Vung Tau in Viet Nam on 08 November 2022.The Ministry of Foreign Affairs informed the Sri Lanka Navy that they had received information about a vessel carrying approximately 303 persons believed to be Sri Lankans which was in distress in the waters between the Philippines and Viet Nam on 07 November 2022.  Sri Lanka Navy having contacted the vessel, informed that the crew had abandoned the vessel with the passengers onboard. On the initiative of the Ministry of Foreign Affairs in coordination with the Sri Lanka Navy and the Sri Lanka Missions in the Philippines, Singapore and Viet Nam together with the regional Maritime Rescue Coordination Centers (MRCC) based in Singapore, the rescue efforts were coordinated, said the Foreign Ministry.Subsequently, the Japanese-flagged vessel, “Helios Leader”, having been contacted by the Singapore MRCC, rescued the passengers from the distressed vessel. The passengers were handed over to Viet Nam authorities at Vung Tau Port in South Viet Nam.The screening of the passengers will be done by the International Organization for Migration (IOM) in coordination with the Viet Nam authorities and the Sri Lanka Embassy in Viet Nam.

COLOMBO (News 1st) – Department of Meteorology says that the low-level atmospheric disturbance in the South-east of Sri Lanka has intensified into a low-pressure area. It is likely to develop further during the next 24 hours. Therefore, rainy conditions over most parts of the Island will expect to enhance. Cloudy skies can be expected in Northern, North-Central and Eastern provinces.Showers or thundershowers will occur at times in Eastern, Uva, Northern and North-Central provinces and the Matale district.Showers or thundershowers will occur elsewhere during the afternoon or night.Heavy showers above 100 mm can be expected at some places in Northern, North-Central Eastern, Sabaragamuwa and Southern provinces.The general public is kindly requested to take adequate precautions to minimize damages caused by temporary localized strong winds and lightning during thundershowers.The Low-level atmospheric disturbance in the South-east of Sri Lanka has intensified into a low-pressure area. It is likely to develop further during the next 24 hours and very likely to move northwestwards towards the Northern coast of Sri Lanka.Naval and fishing communities are advised not to venture into the deep and shallow sea areas off the coast extending from Batticaloa to Mannar via Trincomalee and Kankasanturai.Condition of Rain:Showers or thundershowers will occur at times in the sea areas off the coast extending from Pottuvil to Mannar via Batticaloa, Trincomalee and Kankasanturai. Showers or thundershowers will occur in other sea areas around the island during the afternoon or night. Winds:Winds will be North-easterly or variable in direction. Wind speed will be (20-30) kmph.

COLOMBO (News 1st) – Former Minister of Public Security, Rear Admiral (Retd.) Sarath Weerasekara on Wednesday (9) criticized the decisions taken by the Gotabaya Rajapaksa government.Weerasekera was a minister under then-President Gotabaya Rajapaksa, and he told Parliament that despite explaining to the former President the need to involve the people to overcome the economic crisis, those pleas fell on deaf ears."I questioned the cabinet if our foreign policy was neutral, why can't we purchase oil from Russia? I was told that it cannot be done cause of American pressure," said the MP from the Sri Lanka Podujana Peramuna.He said a failed foreign policy angered China, Russia, and even Japan and Gotabaya Rajapaksa had to flee the country because he did not implement Sri Lanka's foreign policy properly."He did not accept the advice on the economy. He worked against all economic principles.

COLOMBO (News 1st) – Sri Lankan President Ranil Wickremesinghe on Tuesday (7) launched his country’s ‘Climate Prosperity Plan’ at the UN Climate Change Conference in Sharm el Sheikh (COP27), together with Bangladesh, Ghana, and Maldives who are also preparing such plans aimed at emboldening growth despite an increasingly climate insecure world.The Sri Lankan Climate Prosperity Plan (CPP) is a roadmap to attract foreign investment in Sri Lanka’s economy to boost economic growth and employment, while also accelerating climate adaptation and bringing down the country’s greenhouse gas emissions as it transitions towards net negative emissions.President Wickremesinghe spoke alongside Ghana’s President Nana Akufo-Addo, and Maldivian Vice President Faisel Naseem.Compared to a Business As Usual scenario, Sri Lanka’s Climate Prosperity Plan is expected to deliver an economic growth rate that is 1% per year higher, resulting in GDP that is 34% higher by 2050.The Sri Lankan plan sets a target of increasing Sri Lanka’s renewable energy generation from 35% to 70% by 2030. The transport, forestry, water and tourism sectors have similarly ambitious aims.
