'sudden, concerning and unpredicted', has prompted council and health leaders to call an emergency meeting on Tuesday morning.
Separate government figures show there were 40 new cases recorded on Thursday in Bolton. In Trafford, where last week council leader Andrew Western slammed the Health Secretary Matt Hancock's decision to ease restrictions, 85 new cases were recorded between August 21-28 - up from 45 over the previous seven days.
On August 28 Trafford's infection rate was 35.8.It means both Bolton and Trafford are now in the amber zone, despite being just days away from restrictions being eased.
But in Stockport, the other Greater Manchester borough set to come out of local lockdown, the rate of infection continues to fall.
