Air bridges could be brought in to allow quarantine-free travel between the UK and some countries at the end of June if infection rates at home and abroad are low enough.
The government is understood to be considering the measures to enable people to travel without having to spend two weeks self-isolating on their return to avoid spreading the coronavirus.
The quarantine rules are expected to be laid before Parliament later today as MPs return to the Commons. From Monday next week, all but a small number of travellers will have to self-isolate for 14 days.
Former Transport Minister Stephen Hammond told the BBC's Radio 4 Today programme that targeted measures were 'a sensible way to behave'.
