Prime Minister Justin Trudeau outlined Friday what he called “elements” that need to be in place for when or if provinces and territories reopen amid the COVID-19 pandemic.

He said this includes having proper levels of testing and contact tracing, but also having proper health and safety measures in place in companies to ensure workers are safe should companies reopen.
