Steele. On Tuesday, Steele's office announced additional charges against Welton, 41, including, first-degree murder, attempted murder, aggravated assault, robbery, robbery of a motor vehicle, attempted robbery of a motor vehicle, accidents involving death or injury and related charges. Authorities say Welton went on a "spree of criminal behavior" that took place in the overnight hours between July 27 and July 28 and stretched from Center City to Trappe, Pa.
