Manchester United, Liverpool and Chelsea are all monitoring the former Manchester City academy player, who has scored 17 goals and provided 19 assists in 35 appearances.
But Dortmund will not let their star go without a fight and are prepared to increase his salary from €6m (£5.2m) per season to €10m (£8.7m) per season, according to German newspaper Bild.
