New figures show Blackburn with Darwen has the worst Covid-19 infection rate in the country - and there has been a sharp rise in Oldham.
Data released by the government show that the number of new cases is also rising in Trafford, Greater Manchester, Hyndburn in Lancashire and Sandwell in the West Midlands.
But there has been a drop in most places across the UK, with the number of infections in Leicester dropping from 82.5 cases per 100,000 people to 61.9 in seven days.
Leicester was the first area to have a full lockdown imposed, and other areas have been warned a similar move could follow if infection rates do not fall.
