BOULDER CITY, Nev. - The Biden administration released an environmental analysis Tuesday of competing plans for how seven Western states and tribes reliant on the dwindling water supply from the Colorado River should cut their use but declined to publicly take a side on the best option.On one side is California and some tribes along the river that want to protect their high-priority rights to the river’s water, which they use for drinking and farming. On the other side are the other six states — Colorado, Nevada, Arizona, Utah, Wyoming and New Mexico — who say it’s time to come up with an approach that more fairly shares the river.The Interior Department did not say how states should get to deeper water cuts, but defended its authority to make sure basic needs such as drinking water and hydropower generated from the river are met — even if it means setting aside the priority system."Failure is not an option," Interior Deputy Secretary Tommy Beaudreau told The Associated Press.The 1,450-mile (2,334-kilometer) powerhouse of the West serves 40 million people across seven states, which span tribal land, and Mexico, generates hydroelectric power for regional markets, and irrigates nearly 6 million acres (2,428 hectares) of farmland.A multi-decade drought in the West intensified by climate change, rising demand and overuse has sent water levels at key reservoirs along the river to unprecedented lows.

BURLINGTON COUNTY, N.J. - What began as an innocent act of kindness became one woman's fight for her life across the country in New Jersey's Burlington County.New Jersey State police say 57-year-old James Parillo met the victim in New Mexico last February when she agreed to drive him to Arizona.The suspect and victim then entered into a month-long relationship, which ended when he assaulted her in California."During their time together, the suspect allegedly took away the woman’s phone, confiscated and utilized her debit cards, and isolated her from her family," police said.The pair ended up renting a room at a house in New Gretna, New Jersey, where police say the woman was kidnapped, beaten and choked by the suspect.On February 7, the woman made her escape, running bare foot in 40-degree weather to a nearby gas station.MORE HEADLINES:A gas station attendant was sitting outside on break when she heard people screaming, and running around the corner."He was screaming you don't wanna do this, and then she got up to me, and she said I've been kidnapped, call 911," Jammie Garthaus said.The woman then ran inside and locked the deadbolt, an escape plan she told police she devised during a prior visit."She was saying that he choked her. She had like a red mark around her throat," Garthaus said.

HOBBS, N.M. - A woman in New Mexico allegedly stole a car with two children inside on July 4.The Hobbs Police Department said that a woman parked her white Hyundai Santa Fe in front of a store, and when she returned, an unknown female pushed her and got into the vehicle, driving off.Traffic camera video shows the mother attempting to stop the carjacking by getting on the hood of the car, but was unsuccessful at stopping the other woman.Inside the car were the woman's 6-year-old daughter and 11-month-old son.NYC SUBWAY STABBING: POLICE SAY TEEN, 14, KILLED IN HARLEM BROAD DAYLIGHT ATTACKThe suspect was identified as Regina Castillo by police.
