Jayana Tanae Webb, 21, has been charged with third-degree murder, homicide by vehicle while driving under the influence, DUI, and related charges in connection with the crash that occurred shortly before 1 a.m.
in the southbound lanes of I-95. Investigators say Webb was behind the wheel of an SUV when she struck Trooper Martin Mack, Trooper Branden Sisca, and 28-year-old Reyes Rivera Oliveras on the left side of the highway.
Webb was walked out of the Pennsylvania State Police Troop K barracks in Philadelphia Tuesday afternoon wearing handcuffs that belonged to the fallen troopers.
