Authorities announce charges against a man who they say assaulted and pointed a gun at a police officer outside a Center City nightclub early Sunday morning.  PHILADELPHIA - The District Attorney's Office announced charges on Monday against a 23-year-old man for his role in an officer-involved shooting outside a Center city nightclub early Sunday morning. At around 3:15 a.m., authorities say three plainclothes police officers responded to a fight among several people at the corner of 13th and Chancellor Streets, outside of Woody's nightclub. As officers attempted to break up the altercation, they say they faced resistance from the crowd. Authorities say Lawrence Evans allegedly punched one officer before he pulled out a handgun and pointed it at the officers.

PHILADELPHIA - A Philadelphia family is grieving the loss of a father of seven who authorities say was gunned down outside his home in what police believe was a case of mistaken identity. Investigators say 37-year-old Daniel Ruley was found dead on his front lawn of his family's home on the 100 block of Washington Lane in Germantown late Sunday night. It's believed that Ruley, a 13-year SEPTA employee, had just parked his car after dropping his wife off outside the home when a shooter exited a dark-colored vehicle and fired over a dozen times.A witness told police Ruley was ‘ambushed and executed’ by someone laying in wait, Captain Anthony Ginaldi relayed to reports at the scene of the shooting.Less than 24 hours after the murder, Captain Jason Smith of the Philadelphia Police Department's Homicide Unit said investigators believe Ruley was "completely innocent." MORE LOCAL HEADLINES"It sounds like the firearm possibly has a switch attached to it which would render it fully automatic," Smith told reporters about the shooter who is still being sought by police. Sharmaine Rush, Ruley's sister-in-law, spoke to FOX 29 on Monday and described the immeasurable impact that his death will have on his seven young children. "He was their hero, every last one of them, from the little one to the big one," Rush said. VAN HORN, Texas - Space tourism company Blue Origin had an unexpected test of its rocket’s in-flight abort system during a Monday morning launch, though no people were onboard at the time.The New Shepherd rocket blasted off from west Texas just before 9:30 a.m., carrying a capsule full of experiments on what was supposed to be a 10-minute ride to the edge of space and back. PHILADELPHIA - A teenage boy is being held responsible for the shooting of a 19-year-old at a busy SEPTA station in Philadelphia this summer, according to the District Attorney's Office.Police say the victim was shot in the chest, stomach and hand at the 15th Street Station under City Hall on July 14. NORTH PHILADELPHIA - The Philadelphia Police Department graduated 32 new 911 dispatchers Friday, easing its shortage in the vital position, but the department needs still more workers.On a wall in the dispatch room, the number of calls waiting are tallied and the waiting time is counted. Police leaders say their goal is to pick up a 9-1-1 call within 10 seconds and do that 90 percent of the time.But, shortages in the dispatch room have resulted in some police delays.MORE HEADLINES:According to numbers obtained by FOX 29, last year, of the more than 2.4 million calls, more than 7,000 callers waited at least a minute-and-a-half for someone to pick-up, likely slowing police response.The police department is budgeted for 352 dispatchers.
