According to reports, the Baltimore Police Department is investigating an incident involving a police officer who was accused of purposely coughing at residents of a housing complex without covering his mouth.
The video (below) shows the cop walking through the Perkins Homes complex in East Baltimore as residents seemingly taunt him.
