North Ayrshire Council is to reopen its household recycling centres ‘on a phased basis’ next month.And in the meantime the council has reinstated its special uplift service, and waived the usual £25.20 fee for the first collection.The move comes after COSLA announced on Friday that councils had agreed to a June 1 reopening date and after  ‘selfish’ flytippers were blasted by the council earlier in the lockdown period.Councillor Jim Montgomerie from North Ayrshire Council said: “Along with every other council in Scotland, we are working hard on plans for reopening our HWRCs on a phased basis from June 1 onwards. “Changes to how recycling centres operate will be required to ensure physical distancing to keep our customers and staff safe, as
