Since 2014, local councils have had the power to hand out penalties of up to £2,500 if neighbours complain about being disturbed by loud noises, including fighting or crying.
Anyone aged 16 or older found to be disrupting a neighbour can be whacked with a Community Protection Notice (CPN). In order to issue a CPN, an authorised person - such as a councillor - must be satisfied on reasonable grounds that "the conduct of the individual or body is having a detrimental effect, of a persistent or continuing nature, on the quality of life of those in the locality, and the conduct is unreasonable".
